Papua Indonesia travel advisory: Level 4 covers two provinces, not all

By ATC Intelligence

Quick summary

Two provinces in eastern Indonesia sit under the U.S. State Department’s Level 4 (Do Not Travel) rating: Central Papua and Highland Papua, flagged over civil unrest, while the rest of the country carries a lower caution level. Canada’s travel advice warns against non-essential travel across the Papua provinces yet names Raja Ampat Regency and Sorong in Southwest Papua as exceptions.

A Surat Keterangan Jalan can be required in parts of the Papua provinces, and the rules vary by destination, route and purpose. Advisory levels can change quickly, which is why the province on your booking matters more than the country label.

The U.S. State Department’s entry, current in October 2026, places Central Papua and Highland Papua at Level 4 citing civil unrest. Every other Indonesian province carries a lower caution level. The Do Not Travel rating stops at the province line. For US- and Canada-based travelers, the Papua travel advisory question turns on which province the itinerary lands in, rather than a single judgment about Indonesia.

Canada draws its warning differently. Its travel advice names Raja Ampat Regency and Sorong in Southwest Papua as exceptions to the warning against non-essential travel across Indonesia’s Papua provinces. The booking label matters here, too.

Operators who handle the permit quote approval at 7 to 14 days out, tight if your dates are still moving.

Advisory level by province and traveler type

A country label can hide the distinction that matters before booking. How the Papua warning divides province by province tracks that split from the aviation side.

Purpose of travel is the second variable. A leisure booking and a reporting assignment through the same province can be read differently at the point of entry. The guidance says clearance rules vary by route and destination rather than following one standard. Traveler type changes the paperwork even when the geography does not.

What the Surat Jalan permit covers

The permit is area-dependent. Australia’s Smartraveller guidance notes that a Surat Keterangan Jalan can be required in some parts of the Papua provinces. It stops short of naming the districts, routes or checkpoints that trigger it.

The travel letter is not a visa. It sits separately from your Indonesian entry visa, and Smartraveller frames the requirement around movement inside Papua rather than entry into the country.

The cost comes from a tour operator’s permit guide, not a government page, so treat it as indicative. The quoted total is $85 per person.

Exceptions: Raja Ampat and Sorong

Canada’s travel advice is the clearest public document naming a carve-out. Its wording identifies the city of Sorong and places both destinations in Southwest Papua.

The exemption has a narrow reach. It covers two named destinations within Canada’s own wording and does not lift the Papua-wide advisories around them. A Sorong-and-Raja-Ampat itinerary falls within a named exception. That exception does not extend to the rest of the island.

Not every part of Papua is equally restricted. Flight options to Indonesia from North America cover the long haul; the domestic hop to Sorong is where an itinerary either holds the carve-out or leaves it.

Confirm the province, then the permit

Confirm the details against your arrival province before you lock anything in.

  • Read the advisory by province. Pull up the U.S. State Department’s Indonesia entry and check Central Papua and Highland Papua separately from the rest of the country.
  • Cross-check Canada’s advice. Confirm the itinerary stays inside Raja Ampat Regency or Sorong rather than the broader Papua provinces.
  • File the Surat Keterangan Jalan if you go inland. Journalism, research and highland travel are the cases where it applies. Confirm the guided itinerary first, then apply against those dates and build the application into the schedule rather than around it.
  • Carry the permit and your booking confirmation together. The two documents should describe the same trip.

Sort both before the point where money stops being refundable.

Questions? Answers.

Is all of Indonesian Papua under the same warning?

No. Canada warns against non-essential travel across the Papua provinces but exempts Raja Ampat and Sorong, and the U.S. divides its Papua coverage by province rather than applying a single level across the region. The two lists do not cover the same ground.

What destinations are treated as the safer exceptions?

Raja Ampat Regency and the city of Sorong in Southwest Papua are the two places Canada names as exceptions to its avoid-non-essential-travel warning, which is why a trip built around a Sorong departure answers to a different line than an inland Papua itinerary.

Why do journalists hear more about permits than tourists do?

Work travel into less accessible districts is more likely to be affected, because the permit question is tied to movement inside Papua and to scrutiny at checkpoints. A leisure trip to a main hub usually does not raise it.

How much does the permit cost in the cited guide?

The quoted total breaks down into a $35 government fee and a $50 facilitation fee, adding up to $85 per person.

What should a traveler check before flying to Papua?

Confirm whether the itinerary runs inland, where extra clearance may trigger, or stays inside Sorong or Raja Ampat, and check the exact province rather than the label ‘Papua’.
