Indonesia’s Papua provinces carry Level 4 Do Not Travel, not the whole country

Quick summary

Indonesia is not under a countrywide Do Not Travel warning. The U.S. Embassy’s Indonesia advisory page, dated July 10, 2026, rates Central Papua and Highland Papua at Level 4: Do Not Travel because of civil unrest, and the rest of the country at Level 2: Exercise Increased Caution. Your province and regency, not the country name, decide which applies.

The permit layer sits outside the visa: inland travel can require a Surat Jalan, and journalists or researchers face a separate process. Below: the province split, the Sorong and Jayapura exception, the paperwork that stops travelers, and what the Highland Papua security situation looks like.

On July 7, 2026, the State Department raised Indonesia to Level 2 and applied Do Not Travel to Central Papua and Highland Papua alone. The U.S. Embassy in Indonesia’s travel advisory page, dated July 10, 2026, was still live on October 16.

The country name on your ticket tells you almost nothing about which warning applies. The advisory notes limited U.S. government emergency support in the two Level 4 provinces. That matters if something goes wrong. The province and regency on your route carry more weight than the country name.

Whether it is safe to travel to Papua, Indonesia has no single answer.

The route is only part of that question. An inland leg can also need its own travel permit, separate from permission to enter Indonesia.

Central Papua and Highland Papua sit at Level 4

The U.S. State Department’s Indonesia advisory lists Central Papua and Highland Papua at Level 4: Do Not Travel because of civil unrest. That is the State Department’s highest warning; the rest of Indonesia is rated Level 2: Exercise Increased Caution.

Other governments also single out Papuan provinces. Australia’s Smartraveller advice names Central Papua and Highland Papua for heightened caution. The Netherlands’ foreign ministry applies an orange advisory to Papua, Highland Papua, Central Papua and South Papua while the rest of the country stays yellow, in guidance dated August 6, 2026. These are geographic boundaries, not bureaucratic quirks.

The country-level Level 2 rating rests on three risk categories the State Department cites: terrorism, civil unrest and natural disasters. Indonesia has 127 active volcanoes, more than any other country, and records more than 10 earthquakes a day, according to the department’s Indonesia page. Those risks explain why the country rating is not Level 1, but do not change which province carries which warning.

Gateway cities versus the Papua interior

Sorong and Jayapura are the gateways most Papua itineraries pass through. Risk mapping treats both differently from the interior. Canada’s Indonesia advisory carves Sorong and Raja Ampat out of its Papua warning. A province-wide label is not a city-by-city verdict.

That distinction matters most for dive travel. A Raja Ampat itinerary that begins and ends at Sorong is a different planning problem from one that pushes into the highlands: one is a gateway trip, the other enters the area covered by the Level 4 label. Treating them as the same trip is where planning goes wrong.

Governments draw their lines in slightly different places, as how each advisory treats the Papua provinces makes clear.

Permits, passports and proof of onward travel

Entry and internal movement are separate permissions. Indonesia’s immigration service advises travelers to prepare documentation before arrival rather than at the counter. Standard entry requirements are a passport with at least six months of validity, an e-Visa on Arrival applied for online, and a completed arrival card.

Proof of onward travel can also stop entry. Immigration may question or delay travelers who cannot show it, even when their permission to enter is otherwise valid.

Inland travel in Papua can require a Surat Jalan, an internal movement authorization. It is separate from your visa and issued on its own criteria.

Purpose matters as much as place. Journalists and researchers heading into Papua can face a separate permit process that ordinary tourism does not. Indonesia’s tourist visa does not cover work, research or volunteering, including creating content for payment. A tourist visa is not a fieldwork credential, and the two requirements stack.

What the Highland Papua security situation looks like

The Level 4 rating is not a leftover. Indonesian security forces launched a joint operation to pursue the West Papua National Liberation Army after five Indonesian construction workers were killed in Tolikara Regency, Highland Papua, according to Radio New Zealand’s report on August 5, 2026. The group said the workers were intelligence agents; authorities describe the attackers as an armed criminal group.

More than 125,931 civilians had been displaced in Highland Papua as of late June 2026, the same report says, citing Human Rights Monitor. Reports of civilian deaths and injuries attributed to security operations in the same period were unverified by the outlet.

Foreigners have been caught up before. Britain’s foreign ministry notes a 2020 incident in which a New Zealand national was killed at a mining facility in Highland Papua. The U.S. State Department’s country information page records the February 2023 kidnapping of a New Zealand pilot in the Papua highlands, released in September 2024.

Re-check the advisory, then your insurance

The U.S. Embassy’s advice for Indonesia includes travel insurance with evacuation and medical coverage. Its emergency-planning advice calls for an evacuation plan that does not depend on U.S. government help.

Advisories move on their own schedule. The province list can change, so the version read at booking may not be the one in force at departure.

Frequent demonstrations are another concern the State Department cites alongside terrorism in its Level 2 guidance. Those risks apply across Indonesia, not just Papua, and belong in ordinary trip planning rather than serving as a reason to cancel.

What the two-tier advisory changes for your trip

Before booking, verify your exact province and regency against the current U.S. Embassy Indonesia advisory, rather than relying on a country-level rating. The check takes minutes and settles a question no country-level page answers. Enroll in the Smart Traveler Enrollment Program, review the Country Security Report, monitor local media, and avoid crowds and demonstrations, as the embassy advises.

Divers and liveaboard passengers. Your trip runs through a gateway, so the advisory rarely blocks it; domestic connections and the buffer at each end are the binding constraints. Confirm the operator’s medical-evacuation arrangements before you pay a deposit. Less suited: travelers who bolt a highland extension onto the same ticket.

Travelers with an inland leg. Ask the operator or the issuing authority to confirm in writing whether a Surat Jalan applies to your specific regency, and keep that answer offline with your passport and return or onward ticket rather than only in your inbox. Less suited: itineraries that assume a country-level rating covers every regency.

Journalists, researchers and NGO staff. Papua fieldwork can require a separate permit on top of the Surat Jalan. Less suited: travelers who plan to sort permits after arrival; build the permit timeline into the trip rather than around it, and re-read the subnational advisory entry in the week before departure.

Questions? Answers.

What countries currently have a level 4 travel warning?

For Indonesia, the entries are Central Papua and Highland Papua rather than the whole country. Level 4 is the State Department’s highest advisory tier, above Level 3: Reconsider Travel, and it is assigned to selected destinations and subnational areas rather than to whole regions.

Is it safe for an American to travel to Indonesia?

Central Papua and Highland Papua are Level 4 and should be avoided, while most of Indonesia sits at Level 2 for U.S. travelers. Consular support is thin in the high-risk provinces: the U.S. maintains its embassy in Jakarta and consulates in Surabaya and Bali, with none in Papua.

What countries are Americans not allowed to travel to in 2026?

Advisory levels describe risk rather than imposing a ban, and Indonesia’s own immigration rules govern who may enter the country. For Indonesia, the restriction is geographic: two Papuan provinces carry Do Not Travel while the rest of the country sits at Level 2.

Do tourists need a Surat Jalan to visit Papua?

The requirement becomes relevant for inland or professional travel, while ordinary tourism to gateway cities is treated differently. Some zones in Indonesia need a special permit from Indonesian police headquarters in Jakarta or Jayapura, according to Switzerland’s foreign ministry.

What documents does Indonesia immigration expect at entry?

A passport with at least six months of validity, an e-Visa on Arrival applied for online, a completed arrival card and proof of onward travel are the recurring requirements in official guidance. The Netherlands’ foreign ministry adds that a damaged passport can block entry or exit.
