Indonesia’s electronic customs declaration: US$500 duty-free cap and IMEI rules

Published:

Quick summary

Since 1 October 2025, every international passenger arriving in Indonesia must file the integrated All Indonesia declaration, which folds immigration, customs, health and quarantine into one app or web form. It can be completed up to three days before arrival or on arrival, and personal goods are duty-free only to US$500 per passenger per arrival.

The cash-declaration trigger is not confirmed in published customs guidance, so treat any figure you see with caution. The US$500 allowance, IMEI registration for devices bought abroad, and the regulation behind the form are set out below.

Indonesia’s arrival declaration went fully digital on 1 October 2025. Every international passenger landing at an Indonesian airport or seaport has since had to file the integrated All Indonesia declaration. The requirement remains in force. The form is one part of the process; the value of what you carry is another.

For Australasia-based travelers heading to Bali, Jakarta or Surabaya, the risk is small but real. The QR code the form generates has to be readable at the exit. Leaving the form until you land means working against airport Wi-Fi. A phone, tablet or laptop bought abroad for use with an Indonesian SIM can also require registration through the same portal.

The All Indonesia declaration since 1 October 2025

The mandate came from Indonesia’s immigration ministry. It covers all arriving international passengers at international airports and seaports.

The timing allows for filing before the flight. The form accepts submissions up to three days before arrival, as well as on arrival itself.

Immigration, customs, health and quarantine questions share one submission, so the form asks more than a baggage question would.

What customs officers actually check

The declaration records what you carry. Customs assessment turns on its value. The personal-goods allowance is per person, per arrival. Two travelers arriving together carry two allowances, and the count starts fresh on the next entry.

Devices face a separate check. Phones, tablets and similar equipment (HKT) bought abroad may need IMEI registration through All Indonesia before they will work on Indonesian mobile networks. The requirement applies when the device is meant to run on an Indonesian SIM, not when it is simply carried through in a bag.

Cash is a third category, with less clarity in the published guidance. Bea Cukai does not publish a confirmed threshold for cash and bearer instruments, so travelers carrying large sums should expect to declare rather than rely on an unverified figure.

The regulation behind the declaration

Officers apply PMK 34/2025, which took effect on 6 June 2025 and updated the 2017 regulation on goods carried by passengers and crew, according to Indonesia’s Directorate General of Customs and Excise.

The amendment supplies the legal basis for the personal-goods benchmark and the treatment of excess value.

The customs authority also keeps a dedicated Electronic Customs Declaration (e-CD) information page at ecd.beacukai.go.id. It is maintained by the Directorate General of Customs and Excise.

Before you pack for Indonesia

The practical work belongs before departure rather than in the arrivals hall. The form, the saved code and the contents of the bag each need attention.

  • File through the official portal. Submit the integrated All Indonesia declaration up to three days before arrival or on arrival.
  • Screenshot the QR code. Store it where it is readable without airport Wi-Fi.
  • Price the bag against US$500 per passenger. Value above that benchmark enters customs assessment.
  • Register the IMEI through All Indonesia. Required if you are bringing a phone, tablet or similar device bought abroad for use with an Indonesian SIM.

Filing takes minutes; the value assessment needs more thought. Know what your bag is worth before the officer asks.

Questions? Answers.

What changed in Indonesia’s customs declaration rules in 2025?

Two changes landed four months apart. PMK 34/2025 rewrote the passenger-baggage rules from 6 June 2025, and the arrival declaration became mandatory through the digital All Indonesia process on 1 October 2025.

How much can I bring in duty-free?

US$500 per passenger per arrival is the benchmark for personal goods. Crossing it does not make the goods illegal; it moves them into customs assessment, where duty may apply.

Do I need to declare cash?

Bea Cukai does not publish a confirmed threshold for cash and bearer instruments. Travelers carrying large sums should expect to declare rather than rely on an unverified figure.

What is the IMEI issue for phones bought abroad?

A phone, tablet or similar device bought outside Indonesia may need IMEI registration through All Indonesia before it will connect to an Indonesian mobile network. The trigger is using a local SIM.

Can the declaration be completed before arrival?

Yes. The form accepts submissions up to three days before arrival, as well as on arrival. Filing early means the QR code is already saved when you reach the exit.
