Two findings from the ATSB’s Virgin Australia investigation stand out. The crew could not complete the operator’s full lithium-battery procedure because the fire began about 10 minutes before landing. The checklist assumed time to remove the device from the bag and place it in containment — in descent, that step wasn’t possible.

Two crew members who donned protective breathing equipment abandoned it because of poor fit and communication or visibility problems. They were left exposed to smoke while fighting the fire. That detail rarely appears in news coverage, but it changes how passengers should think about crew capacity in these moments.

On Air Busan, the record starts with passenger testimony of a “crackling sound” from the rear bin, then smoke and sparks, reported by The Korea Herald. Crew used extinguishers and then managed a slide evacuation.

The ICAO Dangerous Goods Panel paper puts the count at 176 people aboard, all evacuated, with 3 serious and 24 minor injuries during the escape. But other reporting gave 179, or 169 passengers plus 7 crew. No final Air Busan accident report yet resolves the discrepancy.

The Air China case sits apart. The Aviation Herald documents flight CA139 from Hangzhou to Incheon on 18 October 2025, a battery igniting in an overhead bag over the East China Sea, crew using water and containment, and a diversion to Shanghai Pudong. Air China said no one was hurt and crew acted as trained.

But no CAAC investigation or step-by-step crew account has been published. Passengers screaming “hurry up” in onboard video became the headline, while the actual firefighting sequence stayed undocumented.

What the new rules do and don’t solve

After the Air Busan fire, South Korea mandated that power banks and e-cigarettes stay on a passenger’s person or in the seat pocket, with overhead-bin storage banned from 1 March 2025. After Virgin Australia, Qantas, Jetstar, and Virgin Australia adopted parallel restrictions in mid-December 2025: cabin only, seat pockets or under-seat stowage, two power banks per passenger within watt-hour thresholds, and no use or charging in flight.

Cathay Pacific has banned in-flight use and charging since 7 April 2025 and requires carry-on stowage under the seat. Singapore Airlines permits two cabin-only power banks in seat-back pockets or below the seat, never overhead.

The rules are directionally consistent, but they solve only one of the two problems the Virgin Australia flight exposed. Keeping a battery within reach helps crew get to it quickly; it does nothing about the time pressure of a descent or the poor fit of protective breathing equipment. The ATSB’s own public guidance pushes passengers to alert crew immediately if a device heats or swells, because reaction time is the variable no rule can legislate.

The ATSB’s final report on VH-YFY, AO-2025-043, was made public 18 December 2025 and remains the most complete public record of any of the three fires. It documents the thermal runaway, the incomplete fire procedure, and the breathing equipment failures as contributing factors. South Korea’s strengthened rules, effective 1 March 2025, are still advertised in official tourism and safety materials with no announced repeal.

China’s CAAC issued an urgent notice in mid-2025 banning uncertified power banks lacking a CCC mark from domestic flights, citing a succession of cabin fires. What remains absent is equally telling. The Air Busan investigation has produced preliminary and forensic documents but no final accident report as of early September 2026.

The Air China incident has an airline statement and incident database entries, not a CAAC investigation. For a traveler, that means the most decisive crew-action evidence exists for only one of the three cases. The other two are still partly defined by gaps.
